| Summary, etc | Wie funktioniert Entspannungspolitik in internationalen Krisenzeiten? Ende der 1970er Jahre stand Bundesaußenminister Genscher vor der Herausforderung, das Prestige-Projekt der sozial-liberalen Koalition - die Entspannungspolitik gegenüber dem Osten - gegen den heraufziehenden "Zweiten Kalten Krieg" zu verteidigen. Agnes Bresselau von Bressensdorf zeigt am Beispiel des sowjetischen Einmarsches in Afghanistan und der polnischen Krise, wie er darauf mit einer antizyklischen Kommunikationspolitik antwortete, um die angespannte internationale Lage zu deeskalieren. Über diese konkreten Fallbeispiele hinaus sieht die Autorin die Grundlagen für den langfristigen Erfolg Genschers als Bundesaußenminister, Vize-Kanzler und FDP-Vorsitzender in einem spezifischen "System Genscher": Mit dem Auswärtigen Amt als Schaltzentrale, der FDP als funktioneller Machtbasis und einer Strategie der Medialisierung, Personalisierung und Entertainisierung von Außenpolitik modernisierte Genscher das diplomatische Krisenmanagement und sicherte sich seine Position als zentraler Akteur bundesdeutscher Politik. |
