Juli 1993 unter der Leitung von Klaus Hildebrand - Stipendiat des Kollegjahres 1992/93 - im Historischen Kolleg gehalten wurde. Folgende Fragen standen im Mittelpunkt: Wie beurteilten die kleineren, mittleren und großen Staaten in Europa und in der Welt das Deutsche Reich während der verschiedenen Stadien und Erscheinungsformen seiner sich wandelnden Existenz? Wie spiegelten sich die einzelnen Phasen der deutschen Geschichte in den zeitgenössischen Außenurteilen? Wie fiel die zeitliche Einschätzung über den schwierigen Nachbarn im Zentrum des Kontinents aus? Wie erscheint ";Das vergangene Reich"; den anderen im historischen Rückblick?
